Issues should be made completely available prior to the week of voting so that people who might have a little trouble understanding the full measure of the issue have the opportunity to research and then weigh out for themselves what they believe to be the best solution, prior to standing in the voters booth and left with making an uninformed and hasty decision.
Donna, the newspaper publishes each ballot issue at least 1 week before voters go to the polls. It is the responsibility of the voters to be informed
